Turns out this pack is bigger than I thought. In addition to Raiders wearing modular armor, heavy01 and heavy02, they may be seen wearing metal, leather, or combat armor. Still needs more time in the oven to be done right.
This pack will cover the base game raiders only, with Nuka World Raiders to release later. Since Far Harbor mostly relates to the Children of Atom, I've decided to include the island Raiders with that mod.
