re: 15 and 25 tier commissions/requests

so, this post will be both for keeping track of who's been saving months up, and explaining the difference. 

so, basically they'll be like Points, and the $15 tier is worth 1 point every month; the $25 is worth 3. then, based on complexity, they can be saved for more labor time on a picture.
