While his current look doesnt reflect this in the story, it's what I have in mind for him.
His eyes are the dull blue ones, with the cheek blue and neck blue being most recent updates.

This is changed greatly from the original. If anyone remembers, there was a whole date and Arcturus and Veledar getting together for the first time. Naturally that got moved earlier in the story, so not a thing to bring up here.
