Obsidian might have come to visit Buns for reasons -besides- feeling up Buns and check what was he up to! Sometimes the best way to pickpocket is to be blatantly obvious about it. What is Buns doing with that in his pocket? Obviously his bodyguard has been suspecting something is off on him.
How honest was Buns about implementing a security force that would only care for the citizens? 100% honest.
